Watershed Program Reactivated
This is an announcement that the Upper San
Joaquin River Watershed Program has been
reauthorized to commence activities by the
California Department of Water Resources
(DWR) as an integral part of the CALFED
Bay Delta Program
Under the program the following USJRWP
activities will be undertaken:
1) Funding that remains will be primarily devoted to watershed data collection, analysis and synthesis – including trend analysis of watershed conditions
2) The Stewardship Council has been scaled back based upon funding limitations – with major redirection towards watershed assessment activities:
a. Ernie Beck – Co-Chair for Madera County (Coarsegold Resource Conservation District)
b. Gary Temple – Co-Chair for Fresno County (Sierra Resource Conservation District)
c. Assessment Team Leader – Chris Acree (Revive the San Joaquin)
d. Stewardship Council / Public Sessions re-directed towards major milestones accomplished – and review of information collected, trends and recommendations
3) The web-based watershed portal will continue to be developed – and where all information collected with be housed for public review
4) Major milestones and tasks to be undertaken will include the following:
a. Watershed Conditions Data Review and Analysis – with trend analysis
b. Recommendations for Project and Policy Actions
c. On-line Publication of Watershed Assessment Conditions, Trends and Recommendations
d. On-line Publication of Project Catalog that identifies other research occurring within the USJR Watershed and other relevant research outside the watershed
5) The Central Sierra Watershed Committee (CSWC) Interagency/Non-Governmental Organizations (NGO) group will continue as the TAC (Technical Advisory Committee)
6) On-going participation, collaboration and integration will continue in the following watershed/water resource related programs:
a. Upper San Joaquin River Basin Storage Investigation (USJRBSI)
b. San Joaquin River Restoration Program (SJRRP)
c. Upper San Joaquin River Watershed Meadows Research – Inyo National Forest
d. Southern Sierra Integrated Regional Management Planning (SS-IRWMP)
e. Madera County IRWMP
f. Central Sierra IRWMP
g. San Joaquin Valley IRWMP
h. Eastern Fresno County foothill groundwater planning project (Sierra RCD/Fresno County)
i. San Joaquin River Stewardship Program (SJRSP)
j. Sierra Nevada Adaptive Management Program (SNAMP)
k. Kings River Experimental Watershed (KREW) – Sierra National Forest
l. Highway 168 FireSafe and Eastern Madera County FireSafe Council Programs
7) Additionally, the program will continue to collaborate and maintain partnerships with the following resource management and government organizations – as well as others as necessary:
a. California Department of Water Resources (DWR)
b. California State Water Resources Control Board and Central Valley Regional Water Quality Control Board (SWRCB-CVRWQCB)
c. California Department of Fish and Game (DFG)
d. California Department of Forestry and Fire (CALFire)
e. California Department of Public Health
f. U.S Bureau of Reclamation (USBR)
g. Yosemite-Sequoia Resource Conservation and Development Council
h. San Joaquin Valley Resource Conservation and Development Council
i. California Water Institute (CWI) California State University, Fresno
j. Fresno County Office of Education (FCOE)
k. California Association of RCDs (CARCD)
l. Madera County Water Advisory Commission (MCWAC)
m. Fresno County Water Advisory Committee (FCWAC)
n. Fresno and Madera County Environmental Health Departments
8) Staff has been reinstated for the following major program components
a. Steve Haze, Program Management (Sierra Resource Conservation District, Fresno County)
b. Jeannie Habben, Assistant Program Manager (Coarsegold and Chowchilla-Redtop Resource Conservation Districts, Madera County)
c. Brandi Miller, Assistant Project Manager – Watershed Portal Web Management and Administration
With so many water resource challenges in our region including three years of back to back below average run-off in the Central Sierra Nevada and San Joaquin Valley; the importance of this program has increased significantly.
